Secondo un sondaggio effettuato nel mese di aprile 2010 circa 1500 sostanze, individuate fra quelle da registrare, non lo sono state alla scadenza della prima registrazione. Il gruppo di contatto dei dirigenti (Directors’ Contact Group o “DGD”) ha accettato di condurre un’analisi sui motivi ed oggi l’ECHA ne pubblica i risultati.
Il DCG ha condotto un’indagine nella primavera del 2010 per mettere a punto le stime delle sostanze destinate ad essere registrate entro il termine della prima registrazione. L’elenco è stato assemblato da fonti diverse. Dopo la scadenza, l’ECHA ha riportato un gap di circa 1500 sostanze, che rappresentavano il 30% delle intenzioni manifestate. Incaricato dal DCG, l’ECHA ha analizzato la discrepanza tra le registrazioni previste delle sostanze da introdurre e quelle effettivamente realizzate
L’ECHA ora pubblica l’elenco delle sostanze da registrare entro il termine della prima registrazione, ma che non lo sono ancora state. Gli sforzi coordinati dell’ECHA, associazioni industriali e autorità competenti degli Stati membri hanno prodotto informazioni aggiornate per più di 1200 sostanze e le spiegazioni sono riportate nella lista. L’ECHA non è stata in grado, per carenza di feedback, di rintracciare il motivo della mancata registrazione del resto delle sostanze.
L’elenco non verrà aggiornato. Di conseguenza, gli utilizzatori a valle, interessati allo stato della loro sostanza (s) devono prima controllare l’elenco delle sostanze registrate, che viene aggiornato regolarmente e, solo dopo, dovrebbero cercare una possibile spiegazione per la mancata iscrizione nella lista pubblicata oggi.

ECHA publishes the analysis of substances that were not registered by the first deadline despite the reported intentions
Some 1500 substances, identified to be registered according to a survey carried out in April 2010, were not registered by the first registration deadline. The Directors’ Contact Group (DCG) agreed to conduct an analysis of the reasons, and ECHA publishes the results today.
DCG carried out a survey in spring 2010 to focus the estimates of substances intended to be registered by the first registration deadline. The list was assembled from different sources. After the deadline, ECHA reported a gap of about 1500 substances, which represented 30% of all the intentions. Mandated by the DCG, ECHA has analysed the discrepancy between the intended and the realised registrations of phase-in substances.
ECHA will now publish the list of those substances that were identified to be registered by the first registration deadline but have not been registered yet. The coordinated efforts of ECHA, industry associations and Member State Competent Authorities have to date produced information for over 1200 substances and the explanations are given in the list. ECHA was unable to trace the reason for non-registration for the remainder of the substances due to lack of feedback.
The list will not be updated. Therefore, downstream users interested in the status of their substance(s) should first check the list of registered substances, which is updated regularly. Only following this check, should they look for a potential explanation for non-registration in the list published today.
